A 3rd Squad detective walked up to a Nissan Maxima that was stopped in the middle of the road at the intersection of Marvin Avenue and South Franklin Street when the driver, 33-year-old Michael Cavanagh, threw a small clear plastic bag containing what appeared to be crack cocaine and a paper wrapper containing what appeared to be heroin out the driver’s side window at around 2 a.m., police said.

Cavanagh was arrested and charged with two counts of criminal possession of a controlled substance. He was arraigned at First District Court in Hempstead on Sunday.
