The thorn in the side of Suffolk County Executive Steve Levy, Frayler represents thousands of cops, not to mention a weighty political endorsement. He gets things done. Frayler led the PBA to a win in federal court last year when the Suffolk County Conservative Party tried to kick out hundreds of officers who had registered with the party fearing a raid from within. Now with Levy on his way out, Frayler could find himself in a position to make a power play.
