When Levy announced that he wouldn’t seek re-election and turned over his $4.1-million war chest to prosecutors because of “campaign finance irregularities,” the news shook the New York political world. Last year Levy was in the running as a Republican candidate for governor, and his reputation for pinching every penny in the public purse made him a serious contender. That bid came up short, but he looked like he had a lock on the executive office—until he offered to turn in the key himself.
