Village Holds Hearings Prior to Board Meeting

“Entire Law Studied in Detail and Can Be By-Passed,” Attorney Spellman

Prior to the beginning of the New Hyde Park Village Board meeting, the board held two hearings; one for a special use and the other to pass a local law.

The first, the local law, was explained by village attorney John Spellman.  Apparently, the 2 percent tax cap, passed earlier in the year by New York State Governor Andrew Cuomo, can be by-passed without the 60 percent vote, if the board in question (village, school or town) votes to by-pass the 2 percent tax cap.

Village attorney, John Spellman said, “The entire law has been studied in detail and it is the consensus of the Village Officials and the New York State Conference of Mayors that this is the way to by-pass a law that, in some cases, derails a budget.”

Spellman also pointed out that the law must be voted on every year by the board.

The New Hyde Park Village Board voted and unanimously passed the law.

Mathnasium

The board then addressed the next hearing, for a special use applied for by Peter Abrams, of Bayside, to develop 1003 Jericho Turnpike into a Learning Center for math which he called a Mathnasium.  

In essence it will be a private school that is focused on students who are having trouble with math.  

Abrams projected that the hours of operation would probably be from 3 to 7 p.m.; four days a week, Monday through Thursday and possibly Saturday and maybe even Sunday.

Village of New Hyde Park Mayor Daniel Petruccio wanted to how many students would be accommodated and Abrams said he thought 18 with four instructors.  He also explained that the students would have their hours staggered.

The board then reserved decision and it will now go to the Nassau County for their decision.

Regular Meeting

Mayor Petruccio then called the regular meeting to order and asked for any comments by the public and there were none.

Trustee Reports

Trustee Richard Coppola

In regards to Memorial Park he announced that the safety surface is completed and even Mayor Daniel Petruccio said that the basketball courts, in the park, were always in use because they were so good.

The trustee also commented that the next project would be the tennis courts.

Deputy Mayor Robert Lofaro

Trustee Lofaro said, “Since this is the leaf season, just rake the leaves into the street and they will be picked up by the village trucks.  He said to make sure to check the newsletter to see when the leaves would be picked up on a particular block.  

He also said that the Long Island Rail Road fence would soon be repaired.

Trustee Donald Barbieri

Trustee Barbieri once again announced that the New Hyde Park Village Christmas tree lighting would be held on December 3 at approximately 3:30 p.m.

He also praised Deputy Mayor Lofaro for doing such a good job in updating the village website.

He also reminded everyone that on December 10 and 11, at the William Gill Theatre, atop New Hyde Park Village Hall, there will be a children’s production of The One and Only Santa.  The price is $2 and he said he was sure every seat would be sold.

Regarding the Jericho Turnpike Project he said, “The final plans will be presented to the Department of Transportation (DOT) and the work is set to begin in the spring of next year.

Trustee Lawrence Montreuil

Trustee Montreuil announced two upcoming events that of Veterans Day and the New Hyde Park Fire Department’s fundraiser for the Wounded Warriors. (Covered elsewhere in this paper)  He reminded anyone they can still contribute to the cause by donating such items as socks, baby wipes, etc. at Centennial Hall, in Floral Park, until the beginning of December.  Then on December 7, 8 and 9 caravans of items will be driven to Bethesda Hospital and Camp Lejune.

He also announced that requests for 88 permits were received 32 for roof repairs.  He added, “It’s nice to see work being done on houses in the village.”

Mayor Daniel Petruccio

Mayor Petruccio called for the payment of bills and also for the fee schedule change for parking fees and the entire board voted on the change.

He once again called for comments from the public and since there were none, the meeting ended.  The next board meeting will be held on December 6 at 8 p.m. at village hall, corner of New Hyde Park Road and Jericho Turnpike.
