Shots were fired outside of 1 Carter Place in Levittown after a discrepancy between a 58-year-old tenant and his landlord escalated into a physical altercation.
According to police, the altercation started when the tenant, Rohan J. Kahn, pulled the landlord into the apartment, punched him in the face and kicked him.
The victim, 51, was able to run from the apartment but was followed by Kahn, now armed with a rifle.
Police said at least five rounds were fired, striking two cars on Bloomingdale Road and Carter Place.
Police stated that the shooter missed Kahn, but struck glass, injuring the landlord and a second female victim, 54, who was driving on Bloomingdale Road. According to investigators, the impact from the glass caused abrasions to the landlord’s face.
When police arrived at the scene, at approximately 2:15 p.m., the defendant had barricaded himself in his apartment, at which point Nassau County Emergency Services along with the Bureau of Special Operations, K-9, aviation and hostage negotiators were called in.
Subsequently, the Island Trees School District was placed on lockdown. The Levittown Public Schools would also place Summit and Northside elementary schools, as well as Division Avenue High School, on lockdown for the duration of the incident, which lasted just over two hours.
At 4:35 p.m. police placed Kahn under arrest with no further injuries reported.
Kahn has been charged with second degree attempted murder, criminal use of a firearm in the first degree, and two counts of reckless endangerment.
